With the present BILLBOARD Plc would like to inform all shareholders, potential investors and stakeholders on the following:

At its session, held on July 31st 2008, the Board of Directors of BILLBOARD Plc adopted a General Framework of the Investments in Main Activities by the end of 2008, namely широкоформатен digital printing - Sofia, широкоформатен digital printing in the city of Varna through the subsidiary company DIGITAL PRINT Ltd. and offset printing in the city of Varna through the subsidiary company DEDRAX Ltd.

BILLBOARD Plc expects that the total amount of the investments in the three directions will reach EUR 11.6 mln. by the end of 2008, out of which the personal share will be to the amount of EUR 3.7 mln. The particular parameters of the Program are:

1. Investments in wide format digital printing - Sofia through:

• Purchasing and putting into operation of new printing technologies for 3D printing;
• Purchasing machines for increasing the capacity of UV printing and textile printing;
• Purchasing specialized equipment for automation and finishing works

From the beginning of 2008 to the present moment BILLBOARD Plc has purchased the following machines and technologies: VIRTU R35/48, AQUAJET 33/24, FUJIFILM Acuity, OBJET Connex, HP Z6100, SUMA T1600, SEAL 62S, ESCO Kongsberg i-XL, DB Eyeleting machines, Miller Weldmaster T-100, Miller Weldmaster 112CS, Rolsroller 540, FOTOBA 30/62, FOTOBA 12/20TT, NEOLT electro power plus. The total amount of the investments made in this direction are to the amount of EUR 2.2 mln., out of which EUR 400 000 company’s own resources. Not later than the end of August 2008 the purchased machines will be put into regular operation.

2. Investments in wide format digital printing and its market presenting in Varna by means of a new printing base construction.

BILLBOARD Plc intends to carry out digital printing activities in the city of Varna through its subsidiary DIGITAL PRINT Ltd. The total amount of the projected investments in this direction is EUR 1.1 млн. – entirely own resources. The projected machines include: VUTEK 5330EC, VUTEK 3360EC, VUTEK Press VU 200/600W+, Mimaki TextileJet TX1600, HP Z6100, SEAL 62C, SUMA D1400, NEOLT electro plexy trim, NEOLT horizontal electro foam trim plus, DB Eyeleting machines, Miller Weldmaster 112SC. It is expected that the wide format digital printing in Varna will start functioning at the end of August, 2008.

3. Investments in offset printing and its market presenting in Varna.

BILLBOARD Plc intends to carry out offset printing activities in the city of Varna through its subsidiary DEDRAX Ltd. on the territory of a joint base, shares with the digital printing. The amount of the projected investments in this direction is EUR 3.1 mln, out of which EUR 400 000 own resources. By present, the necessary set of machines is being decided. It is expected that the offset printing in Varna will start functioning at the end of 2008.

The Projects in Varna are intended to be implemented within a new differentiated printing base with total area of 5 466 sq. m., out of which 336 sq. m. commercial office and 5 130 sq. m. production area. This base is located in the business centre Bee Garden, Varna, as the expectations are the preliminary contract for purchasing the premises to be concluded not later than Aug. 5th, 2008. The total amount of the necessary investments for acquisition and finishing works will reach EUR 5.2 mln.

With reference to the investment purposes for construction of an offset and широкоформатна digital printing house in the city of Varna, BILLBOARD Plc, in its capacity of the single owner of the capital of DIGITAL PRINT Ltd. shall grant its subsidiary a loan to the amount of BGN 5 000 000 under an annual interest rate to the amount of the Base Interest Rate plus 3 % points and maturity until Dec. 31st 2009.

BILLBOARD Plc would like to inform all shareholders, potential investors and stakeholders that the investments, as stated above, should be considered separately from the project „New Sheet Fed and Web Fed Printing House in Kostinbrod”, whose implementation is conducted in accordance with the projected in advance joint actions with the subsidiary company HEATSET Ltd.
